Who is responsible for what? There are eight district councils and two unitary authorities (Plymouth and Torbay) in Devon. District Councils are responsible for municipal waste collection. The County Council is responsible for municipal waste disposal and Recycling Centres. Unitary Authorities are responsible for both waste collection and disposal. They are all responsible for the recycling of household waste. Individual statutory recycling targets have been set for each local authority, with further targets for recycling through Recycling Centres. The combined recycling rate of all the authorities in Devon is now 40% (2005-06, including recycling centres) ranking the county among the best performing regions of the UK for recycling.

The Devon Authorities work in partnership, and are represented on the Devon Authorities Waste Reduction and Recycling Committee, alongside elected Local and County Councillors, the Environment Agency and DCRN as the Community sector representation. The Devon Community Recycling Network and the Devon Community Composting Network are both funded by this committee. The Devon Municipal Waste Management Strategy was launched in 2005 by all the Devon Authorities outlining proposals for the management and recycling of waste up to 2025, and how challenging European and Government Directives on waste will be met. At the core of the strategy was a commitment to reduce the rate of growth of household waste to 0% by 2015. DCRN advocated the aims of the sector during the strategy consultation period, and was among the many voices that urged more urgent action on reducing waste.

The Devon Authorities recycling awareness campaign 'Don't Let Devon Go To Waste' has been running since 2003. The campaign includes door-step surveys, roadshows, adverts on TV, radio, billboards, buses and local papers, visits to schools and supermarkets, waste analyses, using slogans from 'Reth!nk Rubbish' and 'Recycle Now'. The broad aims were to raise awareness, increase participation in existing recycling schemes, and to reduce waste.

All the Devon local authorities have a dedicated Recycling Officer, and run ongoing and seasonal waste minimisation campaigns such as Compost Awareness Week, Real Nappy Week, yellow pages recycling, Christmas tree recycling, and top ten tips for the householder.
